The underwater bunker below Kitsap, formerly known as Phoenix Base, and the Protectorate's new home. This is where Minerva was making her broadcasts from, before they fell silent. Phoenix base is powered by a unique reactor that uses humans as a fuel source. Five of the base's former staff members are kept in stasis, clinically brain-dead and being used as power.
