Utterly insane, General Chase tampered with exteme amounts of radiation and FEV days before the bombs fell, warping his body and mind. He was a field commander for the Enclave, and after it's fall at the hands of Ranger squads and the Nacht-Jagers, he and the remnants joined Bratislav, forming the Shadow Hand. He named Pendleton his second in command.
